The kid had 2 mouths, and they left peanut butter sandwiches out on the treestump, and he'd take a bite out if it, and you'd see it was a 2-mouthed person. The only way he could get sex was to sneak up on women when they were under the exterimation tent. And they took him to see a Cher impersonator (or was it actually supposed to be Cher?) at the end

Oh man, I loved the X-Files too. I vaguely remember the episode you're talking about JR, but it's been so long that I really don't remember anything about it.
But my friends and I made a spoof called the XYZ files in high school. Instead of Mulder and Scully, we had William (Willie) Ketchum and Agent Q.
We had a episode set at a freak show.
We had an episode involving a blind girl killing her brother then accidentally killing herself.
Our last episode of "season 1" had the Chameleon, a guy who could change to look like his surroundings, stealing candy from babies in the mall. He ends up hiding with the mall rats, killing one by pushing her down the escalator, and disguising himself as the other (who was yours truley). Willie Ketchum ends up rescuing the surving mall rat, who proposed to him and he accepted, much to the dismay of Agent Q.
