It seems like the vote limit is based on the clock hour rather than "one hour from when you voted last". Like you get one vote during the 2:00 hour, one vote during the 3:00 hour, etc.

I want to try to remember and see if I can vote at 4:59 and then again at 5:01.

Yes, it is as I suspected. I voted at 4:58 and was then able to vote again at 5:02. So, if you really wanted to watch the clock, you could vote every two hours just before and after the hour and save trying other times.
