The City Of Milwaukee Gubment Must Really Be Hurting For Money.....

City fireworks fines doubled this year
Milwaukee officials aren't opposed to all the big bangs coming this Fourth of July weekend at the lakefront and area parks.

It's all the little ones they want to crack down on.

Armed with tougher penalties for fireworks, a group of Milwaukee aldermen will hold a news conference this morning to urge residents to leave the lighters at home when they celebrate this weekend.

In March, the Common Council increased the fireworks penalties, which used to range from $100 to $500 per violation to $500 to $1,000 per violation. Additionally, parents and guardians can face fines of $1,000 for allowing minors to use fireworks.

What's more, if the fines are not paid, it can result in up to 40 days in jail.

"I hope people make sound decisions based upon the penalties," said Ald. Joe Davis, who co-chaired a task force on fireworks last year. "Every citizen in the city should know it's illegal to possess or fire off fireworks."

In Milwaukee, illegal fireworks means, well, just about everything.

The rule of thumb: Anything beyond caps (Those red strips of paper that you pounded on with rocks to get a tiny bang when you were a kid) are illegal in the city, including sparklers.

No fire crackers.

No Roman candles.

No bottle rockets.

The 11 a.m. news conference at Kilbourn Park is to be attended by Davis, Ald. Terry Witkowski, the other co-chair of the task force; Ald. Bob Donovan, chairman of the council's Public Safety Committee; and Police Captain Anthony Smith.

Last year, the fireworks task force issued a series of recommendations, including building public awareness of the rules. In addition to safety concerns, aldermen say they get many complaints from residents who say they can't sleep due to the noise -- or can't tell the difference between gunfire and fireworks.

Davis also noted safety concerns: In dry weather, wayward fireworks have been known to start fires when they land on the roofs of garages or elsewhere.

As for enforcement, many have complained that police responses are spotty ... largely because fireworks are so prevalent in some neighborhoods.

"The enforcement is going to be key," Davis said. "(But) we don't expect the Police Department to move this ahead in priority of the violent crime we have been doing a good job this year of taking care of."

Fireworks regulations vary somewhat from community to community. Here is a story from last year that looks at some of the differences.

What a dull city. How can you not allow sparklers or fire crackers?

I wish they'd enforce this better in West Allis!

This is one of those things that NEVER gets enforced.

Every year I'd wake up to a yard littered with fireworks remnants on the 5'th.

What's more, TWICE, that's TWICE, I've had a neighbors house catch fire from those stupid things. One time it was their own fault, the other time it was just kids in the neighborhood setting them off.

The problem is Fuzzy, in todays society you can't rely on anyone to be responsible.

When my Dad was a kid parents supervised the kids when they used fireworks and were respecful of peoples cars, homes, garages, yards, etc.

Now you almost never see a parent with the kids, and even if you do most of the time they don't give a crap what they're hitting with their stuff.

You are right. And it's sad, but true. People don't take responsibility.

I am shocked on the sparkler ban myself. I wouldn't have known that at all.

Yeah, banning sparklers seems a bit much.

I bet it's just a matter of making it easier on the cops. If they see light they know they got a ticket on their hands.

Here in MI, the only legal fireworks are sparklers, poppers, and those fountains they sell in packages.  Everything else is illegal.  The police in my city check all those little corner stands on a daily basis (sometimes several times a day) and if they find bottle rockets, firecrackers, or fireworks, they confiscate them.

While I'm all for watching the pyrotech shows, I'm not a big fan of people shooting off their own fireworks because I've had a car burned by stuff landing on it and we almost had our cottage set on fire by some idiot's stupidity.

this kid at work made the observation that "heck, in some states, if you DON'T light off fireworks, you are a bad american for not celebrating the 4th."

I made the observation that ok so you see someone with a joint in one hand, and a sparkler in the other, you mean to tell me he's in more trouble for the sparkler than the joint???

Funny that the city is tightening up regulation on something they don't even enforce very well under less regulation. SOme of the neighborhoods in the city look like a battle field with all the smoke and debris from the illegal fireworks being shot off, and the police just ignore it. hmm

I think they change the rules and laws hoping it will become a deterrent. You guys will be able to tell if it really works. My guess is no. The only way it may start to work is if the police do arrest/write tickets to a handful of people. Then the word starts to get around the neighborhood. The residents know the police have difficulty enforcing the law, so this may encourage them more.

thats a good point, fuzzy.
I hope it curtails the shooting off of guns in the ghetto. But I highly doubt that...

Speaking of guns in the ghetto, our police department is buying some type of radar equipment.  It's supposed to be able to tell them exactly which direction gunshots are coming from and can pinpoint it to a house, car, etc. where the shots were fired from.  I'll believe that when they start getting convictions.

They also claim it can tell the difference between fireworks and gun shots.  We'll see how well it works over the next month or two.
