Part-time Music City resident Steve Winwood gets my vote.  One of the best vocalists, musicians, and songwriters of any decade.  I know he was around long before the 80's but the 80's are when he had his major comeback with the Back in the High Life and Roll With It albums.

Stevie Winwood is big on my list- discovered him during his comeback in the 80's and then moved backwards in his catalog. Traffic's Shootout At The Fantasy Factory is BRILLIANT!!!
