Well I just got the info from the distributor I used to work with that inded IF YOU SEEK AMY is the official third release from Britneys album.

Even they seemed a little surprised this wasn't left as an album cut.

I guess CIRCUS must have tanked because that was the second single and it was released a very short time ago.
