i KEEP GETTING THE FOLLOWING ERROR! i CAN HEAR EVERYTHING FINE BUT CANT MAKE A REQUEST! ok I will stop shouting now. JD. Hook me up with some Manhattan Transfer Twilight Zone

This is the error I keep getting.

Unable to connect to freeze.no-ip.info:1221. Station might be offline.
The error returned was Connection refused (111).
