Hm, I don't think there's a way to really know. I'm sure Samhain was celebrated before Christmas. New Years has probably been celebrated since calendars were developed, but calendars have changed a lot, and are different through many cultures (Chinese New Year for example), so no matter what, the day wouldn't be the same across the board.
