Now that I think about it, everytime I see the song, it was not requested. I do not even know if it is on the request list. I think it might be a Xmas song that Riggs had pumped into FFR. Is it possible that somehow that song is stuck in circulation he**???

very quite possible. I know he had an automatic feed of christmas tunes cued up to play like once every 1/2 hr, perhaps when he cleared this cue, that one got left behind.
