Sure it can . ( if your rich )  It means they go up , which means less poor people on the road ,

 which means the rich SUV owners won't have to look at poor people anymore , have the road to themselves and not worry about about enuff gas cause they are the only ones who can afford it so it won't take to much imported gas to keep em on the road , which means less dependence on foriegn oil , which means we can get enuff from Alaska , which means we can bomb Iran and not worry about the ensueing embargo from OPEC  , then in responce we can put a food embargo on them , which means they all starve to death  , then we walk into the middle east , burn all the bodies and take over the oil fields , which means cheap gas again.
