Every lookup in the Registry of Motor Vehicles, requires the computer user to login w/ their name and then they need to put in the reason / authorized by on each request. So they can basically explain why they are looking at this person's info. But in the case of your state I do not know if they need to do this. I know in MA you need to do this.
So if a police officer wants info on a plate or a licensed driver, the telecommunications operator has to give the reason on the computer why they are running the info, etc.....
Interesting- That's kinda what I figured. Did you read the experiences Ruby & I wrote about? (Not good!)

yes, unfortunately there are scumbag people out there who'll use the terminal to find the address of a girl etc. We have a patrol officer here, who kept seeing a "hot" girl riding on a nice Harley, so one day he ran her plate. I guess he saw her driving by. He never ended up stopping her, or giving her a ticket, I feel he just wanted to know where she lived. He bragged about how "hot" she was to the other guys, I don't think anything ever came of his inquiry though, because he could get fired.
Back in the early 90's, Kaisha was very into dance. She was attending about 8 classes per week, had a dance studio that put her in solo's, duo's, groups. She did Tap, Ballet, Acrobats, Jazz, Modern and Lyrical routines. She danced from the age of 5 and at age of 8 she began dancing competitively. She danced till she was 18 years old. So I was always at the dance studio, or competition, I was a "Dance Mom", they actually sold T-Shirts that said "Dance Mom" on them.
So I did have a vanity plate for about ten years. It said TAPSHU , it fit at the time, but when Kaisha started driving herself to and from dance, I went back to the regular license plate.

That's cute. I took dance lessons as a kid too, and tap was my favorite.
